A message dated May 7, 1997, was read stating the Governor is                  
transmitting the engrossed and enrolled copies of the following                
resolution to the Lieutenant Governor's office for permanent filing:           
                                                                               
HOUSE JOINT RESOLUTION NO. 16                                                 
Relating to a federal balanced budget amendment.
